Introduction:
The third law gives the concept of action and reaction. If a force exerted on an object, then the object also provides the reaction force that is same in magnitude as the exerted force but opposite to the direction of exerted force.
The propelling force is responsible for the movement of the rocket through the outer space where there is no matter for it to push.
The burning of the fuel generates gasses. These gasses come out from the back end of the rocket. The change in the mass of burning gasses generates the momentum and the change in the momentum of the gasses exerted a force. The force on the gasses provides an equal force but in the opposite direction of the gasses. This force provides thrust for the rocket and acts as the propelling force for the rocket.
Conclusion:
Therefore, the rocket can move in outer space without any matter because propelling force generates by the burning of fuel inside the rocket.
