2 Community Policing Best Practices Introduction In today’s world, law enforcement isn’t as respected or wanted in most places as it was many years ago. Many jurisdictions have started implementing community policing practices to help solve some of these issues that people have with law enforcement. Some of the many challenges that face law enforcement are obvious like crimes, and those associated with committing crimes regularly. Trying to solve problems with difficult populations like the homeless. Having to solve challenges that law enforcement is not trained to do but also didn’t sign up to enforce. Trying to understand and solve some of the issues with mental health issues and possible drug issues. Some might say law enforcement has too much on its plate, and in my opinion, some things need to change. The implementation of different programs and policies will help cut down on the issues that law enforcement has to deal with, but hopefully better prepare them for tomorrow. Policies and practices like the co-responder model, preventive policing, and community partnerships. Analysis of National Trends In recent years there has been a spotlight within law enforcement and mental health issues that law enforcement is constantly having to deal with. There is an increased amount of mental health issues among those who are committing crimes. Suicide by cop has been on the constant rise within recent years. “According to the  National Center for Health Statistics   there has been a 33 percent increase in the rate of suicide from 1997 to 2017.” (Cornerstone, 2020) There have been multiple ways that agencies have combated this issue. The first is community partnerships. Law enforcement agencies all over have started putting people on staff that is specializing in helping those who are disadvantaged get where they need to go. This could look
3 different depending on where you are. Some agencies have a good idea of what the local homeless shelters are expecting, but how you can connect with them. The same goes for food banks and other ways of obtaining basic needs. Here in Mesa County, within our local county jail, we have people on staff called the transitions team. Their primary goal is to help you transition to a life outside of incarceration, helping you get basic things like a driver’s license. If you are looking to get into a program where you can receive the help you need, they are the ones that can do that.  National Best Practices Community policing helps bridge the gap between law enforcement and the community they serve. Some of the best practices have been surrounded by having the community’s interest in mind. Now, this might not be as flashy as going to job fairs and having these interactions with the public. They attack the issues that concern the community the most. One of the most effective practices is the co-responder model. This model is when a police officer and a social worker are put together in a less formal setting and dispatched to calls that are primarily centered around mental health issues. These teams receive special training in de-escalation training, to try and help reduce arrests induced by stress, suicide by cop, and involuntary mental health holds. This team is designed so that the social worker can take most of the lead and try to help solve the problem that is facing the individual with mental health issues or having a crisis. If the situation begins to escalate both the social worker and police officer are trained in de-escalation and try to de-escalate the best they can. If there is a potential safety issue rising, the police officer will step in to address the safety of both the party that they were dispatched to and the social worker. The co-responder model has been adopted all over the state of Colorado, because of the success that it has had. According to Colorado’s Department of Human Services “among more than 25,900
