Introduction: The paper aims to present a critical analysis of the governance of El Paso County Housing Authority (EPCHA), starting with a brief background context of the organization. Further, the paper provides insights into the board members of EPCHA. Further, the paper gains insights into the current challenges that are faced by the organization alongside a Strength-Weakness-Opportunity-Threat (SWOT) analysis. Further, the paper also discusses the funding sources and current programs found at EPCHA. Next, the legal, moral and ethical
issues that might be faced by the organization are discussed in brief. Lastly, an assessment is provided on how the organization works along with its future outcomes. Background: El Paso County Housing Authority (EPCHA) facilitates affordable, high-quality housing for several low-income families, serving them across the great county of El Paso, Texas. Headquartered in the heart of Fabens, EPCHA is meant to develop highly affordable housing to revitalize the neighborhood through self-sufficiency for low-income families across El Paso County. El Paso County is one of the westernmost counties across the state of Texas, United States. According to records, being the sixth most heavily populated county across Texas, the county shows a high level of poverty among the residents. Thus, EPCHA was founded as a publically-funded organization in 1978 with the aim of addressing the high level of poverty by facilitating safe, affordable and quality housing services to every country resident along with communities outside El Paso, Texas (EPCHA, 2019). The organization is committed to facilitating exceptional customer service along with affordable housing services
and opportunities for home ownership for the residents. Further, the organization also

revitalizes public housing assets to enhance the level of well-being for low-income residents. EPCHA has built a strong reputation due to its caring staff that facilitates the housing resources for sustainable growth of a healthier, safer community, where residents strive to achieve independent living through home ownership. Number of Board members:
At EPCHA, the aim of the Board of Commissioners is to secure, design and implement various contracts alongside the federal government to gain financial assistance for operation, development and maintenance of low-income house sites and integration of housing programs. The Board of Commissioners acts as the governing body for the housing authority, working directly with the Executive Director and other local county officials (Scudder, 2021). The Board of Commissioners at EPCHA is meant to show responsible leadership to fulfill housing authority’s vision and mission to facilitate affordable housing services to the thriving community of El Paso. Currently, the Board of Commissioners at EPCHA includes five respectable members.

Commissioner Larbi. Board Composition: Five members are appointed as the part of Board of Commissioners, acting as the governing body for EPCHA. Thus, a brief discussion on the board members who compose the board for EPCHA is stated as follows:

Chairman Ralph Carrasco: Chairman Ralph Carrasco is a renowned professional, dedicatedly working with the Hunt Companies Business Services as part of the HR department for the last 17 years. Ralph Carrasco is working as a Compensation analyst responsible for the 401(k), and many other short and long-term incentivized employee benefit plans. Ralph has also been actively involved in multiple volunteering efforts across the community (EPCHA, 2018). He was appointed to the board in June 2019.
Vice-Chair Marty Reyes: Vice-Chair Marty Reyes is another passionate individual who became part of the board, appointed due to his passionate nature of serving the community while creating opportunities for others to enhance their quality of life. Reyes has spent her life working closely with various foundations and committees across United States, now serving EPCHA.
Commissioner Jose Balderrama: Jose Balderrama is appointed as the Resident Commissioner, being one of the proud residents living in EPCHA. Commissioner Balderrama had to discontinue his professional work due to certain disability, however, he is still part of the EPCHA Board to serve the community along with other
volunteering events across Fabens School District (EPCHA, 2018).
Commissioner Sandy Azcona: Sandy Azcona is known for being the licensed Senior Mortgage Loan Originator across New Mexico and Texas. She is a professional in providing high-level customer service for her clients, with over 25 years of experience
in project management, leadership and financial planning. Sandy has a strong relationship with the El Paso community, thus actively participating in volunteering opportunities with various organizations (EPCHA, 2018). Further, Sandy has also served several private and civic boards across United States, making her a right fit as the commissioner of the board in EPCHA.

Commissioner Larbi: Commissioner Larbi, a white Caucasian female, is the newest member of the board of EPCHA. Further discussion is avoided due to a lack of accurate information on the individual. Board Structure: The El Paso County Housing Authority operates under a typical board structure that is
found across several other housing authorities across United States. The board is responsible for overseeing the entire housing authority by making strategic decisions that can fulfill the commitment to the agency’s mission. The members of the board of EPCHA serve a fixed tenure of two, three, or five years after being appointed. The members are selected from various sectors in the community, including local officials, residents of public housing, individual experts in social service, working professionals and more. The board is meant to set policies for management, operations and maintenance of public housing locations, rental-
assistance demonstration programs and other social initiatives administered by the local government (Bernardino & Session, 2024). Being a publically funded organization, the board of commissioners in EPCHA operates under the guidelines established by the federal, state and local housing legislations. Further, EPCHA also has to comply with fair housing regulations, being funded by the U.S. Department of Housing and Urban Development (HUD) (Steil & Kelly, 2019). The Board of Commissioners is also responsible for overseeing financial management
across EPCHA, such as helping to approve budgets by evaluating the fair use of the funds for community development. Further, the board of commissioners has a strong relationship with the Executive Director to offer them the responsibility of handling the day-to-day activities across the housing authority.
