GOALS AND STRATEGIES 2 Abstract The English Language Learner Department in Roanoke City Public Schools needs additional financial assistance from the district to ensure equitable practices for English Language students. Three SMART goals are discussed to lower the number of students on teachers' caseloads, increase the available resources, and maximize student instruction. GOALS AND STRATEGIES 3 Goals and Strategies After conducting a resource analysis and an operational systems audit of Roanoke City Public Schools, it was determined that the English Language Learner department requires additional financial assistance to ensure equitable practices and support student academic achievement and growth. Therefore, three specific, measurable, achievable, relevant, and time- sensitive (SMART) goals have been developed to help guide Roanoke City Public Schools as they work to provide much-needed additional support for English Language teachers and the students they service. “Goal setting is a vital component of the performance management process, as it provides us with an action plan for where we want to be and a tool for measuring our progress toward our destination” (Yale University, n.d.). Financial Goal Setting Roanoke City Public Schools will increase funding for the English Language Learner department’s professional salaries portion of the budget by 10% in order to create additional English Language teacher positions by the start of the 2025-2026 school year. After interviewing Eric Fisher, the Principal of Preston Park Elementary School, it was determined that the number of English Language teachers in Roanoke City Public Schools compared to the number of students they are responsible for servicing is currently over the ratio of fifty students per English Language teacher (personal communication, April 11, 2024). According to the Standards of Quality for the State of Virginia, English Language teachers may have no more than fifty students on their caseload (Budget, 2024). Increasing the funding for the English Language Learner department will allow for the creation of additional positions for English teachers, bringing Roanoke City Public Schools back into compliance with the state code. It will also help lessen the number of students on each teacher’s caseload. This will
GOALS AND STRATEGIES 4 increase the amount of instructional time teachers can allocate for each student identified as an English Language Learner. Lessening the number of students on a teacher’s caseload will also decrease the number of students the English teacher must pull at a time for instruction, leading to the students being more engaged in the lesson. English Language Learner teachers will be able to spend more time providing high-quality instruction to the students they service, increasing their academic performance and helping them to develop their English language skills at an accelerated rate. The vision of Roanoke City Public School’s is, “To provide all students with a strong educational foundation that enables them to become lifelong learners and contributing members and leaders of the global community” (Roanoke, n.d.). Increasing the number of English Language Learner teachers will ensure all English Language Learners receive a high-quality education, enabling them to develop a strong educational foundation, which will lead to them being lifelong learners and contributing members of society. Roanoke City Public Schools will increase funding for the English Language Learner department’s educational supplies portion of the budget by 15% by the start of the 2025- 2026 school year.              Approximately 25% of the students enrolled in Roanoke City Public Schools are identified as English Language Learners and, therefore, receive support and instruction from an English Language teacher (Roanoke, 2023). Over the 2023-2024 school year, this number has continued to increase, leaving English Language teachers rationing out their supplies between students in order to make them last. Additional funding is needed for the English Language teachers to purchase the instructional materials essential to providing students with a well- rounded, high-quality education.
